The Treaty between the Republic of Lithuania and the Russian Soviet Federated Socialist Republic on the Foundation of Inter-state Relations, signed on 29 July 1991, recognized the sovereignty of Lithuania and Russia in accordance with their national status enshrined in the basic laws of 11 March 1990 in Lithuania and of 12 June 1990 in Russia.

Lithuania and Russia established diplomatic relations on 9 October 1991.

Egidijus Bičkauskas was appointed as Chargé d’Affaires of Lithuania to Russia on 7 October 1991.
